The heists might attract people at first , but I don't think it will last long . I don't expect a big number of heists , and once played it will go to the same activity . It's like the flight school , you play it , have a few hours and then be at the exact same spot . Online is fun , yet not that good too . If Rockstar managed to make it as good crafted as GTA V , more people would play . Also , you can love a game but want to play others you recently bought because you want to play something new . I think there's a lot of people in Online though .
