Well, despite winning the Rumble, I think he still doesn't belong to 80 durabilty: I have yet to see him kick out of any kind of finisher, and his Rumble victory doesn't add anything to his durabilty especially when he entered with #38.

As far as giving him 85 submission... I'd wait for that too. I reserved 85 to submission specialists and veterans (Regal, Finlay, HBK, Angle, Wolfe, Flair, Benoit), established top dogs (Sting, Joe, Cena, Undertaker) and a guy that used to have a submission as its ONE AND ONLY strenght (Masters). Also, remember that the submission attribute also indicates how much you can resist when put into a submission.

I think his submission should go to at least 80 because his finisher is the brock lock(at least thats what he beat R-Truth with), but i think 80 would fit submission better

He has only done the move once. 75 submission is fine for him.

But let's have a look at his tehnical, maybe a 70? I mean he is good.
